UGANDA CITIES AND MUNICIPALITIES INFRASTRUCTURE DEVELOPMENT (UCMID) OPERATION
RECRUITMENT OF THE OPERATION SUPPORT TEAM (OST)
UCMID ADVERT - ADDENDUM
The Government of Uganda (GoU), represented by the Ministry of Lands, Housing and Urban Development (MLHUD), is planning to launch a new program to support special urban needs for infrastructure improvement – the Uganda Cities and Municipalities Infrastructure Development (UCMID) Operation, which will be supported by a World Bank International Development Agency (IDA) Credit to the tune of US$540 million. The Operation will be for 6 years, (FY 2026/27-2031/32), and will encompass support to climate-smart urban infrastructure development, institutional strengthening and capacity enhancement, support to core Ministries related to these activities, as well as to program management arrangements and institutional strengthening.
The UCMID is designed using the Bank’s hybrid lending instruments – Investment Project Financing (IPF) and Program for Results (PforR), whereby disbursement is linked to actual results agreed upon and realized on the ground. To mitigate any capacity risks, the Government has decided to recruit an Operation Support Team (OST), which will assist the MLHUD and the participating sub-National entities in the implementation of the operation.
1. Design, establish, and manage the project’s comprehensive monitoring and evaluation framework, including both manual and computerized Monitoring Information Systems (MIS).
2. Formulate and refine clear performance indicators strictly aligned with the Program Development Objectives (PDO) and Disbursement Linked Indicators (DLIs).
3. Harmonize and integrate the project's M&E, data, and statistical streams into the wider institutional M&E and data architecture of the MLHUD.
4. Partner actively with the MLHUD Department of Statistics, Research, Monitoring, and Evaluation to streamline core evaluation functions.
5. Establish rigorous data collection and verification systems to track progress against targets, assess project outcomes, and ensure data-driven decision-making.
6. Monitor and evaluate the utilization of program resources at both the central ministry and sub-national entity (SNE) levels, producing quarterly reports to inform Operation Technical Committee (OTC) decisions.
7. Provide hands-on technical guidance and field backup to staff to ensure accurate data compilation for the project's results framework.
8. Coordinate the annual performance assessments of participating Local Governments, MoLG, and MoLHUD conducted by the Independent Verification Agent (IVA).
9. Lead and manage all major operational reviews, including quarterly progress reviews, the formal Mid-Term Review (MTR), end-of-program evaluations, and rigorous impact assessments.
10. Monitor sub-national entities against established assessment tools and DLIs, utilizing findings to propose strategic updates to the Operation Implementation Manual (OIM).
11. Prepare and submit accurate periodic (monthly, quarterly, annual) M&E reports tailored to the compliance needs of MLHUD and the World Bank.
11. Facilitate the integration of evaluation findings and trends directly into management decision-making processes.
12. Document key milestones, institutional best practices, and lessons learned throughout implementation, disseminating them to line ministries, NGOs, development partners, and key stakeholders.
13. Design and execute relevant M&E capacity-building plans, training modules, and mentoring programs for Ministry staff and participating sub-national entities.
14. Provide cross-cutting M&E technical assistance to the Operation Support Team and broader Ministry projects as operational demands dictate.
